Grant P. Bagley, MD, JD, is a partner in the law firm of Arnold & Porter (Washington, DC), where his practice focuses on the representation of drug and device manufacturers for regulatory and reimbursement matters. He also provides counsel regarding state and federal regulatory compliance, Medicare and private-plan reimbursement, strategic planning, and legislation. Dr. Bagley is a former director of the coverage and analysis group at the Health Care Financing Administration (now CMS). While at HCFA, he directed the clinical and scientific determination of Medicare coverage policy and the assessment of new technology.

Robin Bostic is director of global reimbursement for the orthopedic division of Smith & Nephew Inc. (Memphis, TN). Bostic worked in the insurance industry for eight years before moving into medical manufacturing. For the past 12 years, she has managed reimbursement departments and national accounts for medical device companies, including Exogen Inc. Her involvement in reimbursement issues has included educating medical case managers, making presentations to the medical directors of payer organizations, obtaining positive technology assessments, helping to establish Medicare guidelines, requesting HCPCS and CPT codes, and justifying payment.

Ted R. Mannen, JD, is president for U.S. reimbursement at Aventor (Washington, DC), an international consultancy that advises device and drug companies. He served as a lawyer for the U.S. House and Senate, then held senior positions at the Health Industry Manufacturers Association (now AdvaMed), including executive vice president for reimbursement and Medicare policy. The Journal of the American Bar Association recently called Mannen one of a new breed of lawyer-lobbyist that offers Congress sophistication and expertise.
Aubrey A. Rothrock III, JD, is a partner in the public
policy practice group of Patton Boggs LLP (Washington, DC). He represents clients
before the U.S. Congress and federal agencies on a variety of issues, and routinely
provides advice and counsel on matters relating to healthcare policy and Medicare
coverage. Rothrock is a member of both the District of Columbia and North Carolina
state bars.

Jo Ellen F. Slurzberg is executive director for consulting at Boston Healthcare Associates Inc. (Boston), which she joined in 2001 following an 18-year career in the pharmaceutical, biopharmaceutical, and medical device industries. She has successfully achieved coverage, coding, and payment for novel medical products and has developed a specific focus on Medicare issues and related health policy. She has extensive experience with reimbursement related to drugs and devices for the treatment of cancer, HIV/AIDS, burns, diabetic foot ulcers and wound care, rheumatoid arthritis, and acute liver failure.

John J. Whyte,
MD, MPH,
is currently on temporary assignment as medical advisor to the council on private-sector
initiatives to improve the safety, security, and quality of healthcare (CPSI),
a council created by Health and Human Services Secretary Tommy Thompson. The
council is presently focused on technologies related to fighting bioterrorism.
Whyte is the former acting director of the division of medical items and devices
in the coverage and analysis group at CMS.
